Hylton calls for merger of UDC, FCJ

Anthony Hylton
A recommendation has come from Anthony Hylton, Opposition Spokesman on Development and National Physical Planning, for the merger of some of the operations of the Urban Development Corporation (UDC) and the Factories Corporation of Jamaica (FCJ).

Making his contribution to the Sectoral Debate on Tuesday, Mr. Hylton said the time had come for a detailed review of the roles and functions of both entities.

He said this will lead to the formation of a new entity.

"Specifically, I'm proposing that the UDC and the FCJ be the subject of a thorough going review with the objective of merging aspects of these two agencies to form the National Physical Planning Authority, which along with the planning function currently being done by NEPA, under the Town and Country Planning Act, be subsumed by this proposed new planning authority," he outlined.

He said the review should be carried out by a special commission.
