Prime Minister Dr Andrew Holness says, in the coming days, announcements will be made on measures to increase efficiency across government.
The Prime Minister says the changes will make bureaucracy more functional and improve the delivery of services to Jamaicans post-Hurricane Melissa, adding that these are required to increase the capacity of the government to respond to current challenges.
Addressing a group of private sector leaders in St Andrew on Thursday, Dr Holness blamed the excessive red tape in the public sector for the frustration among residents still awaiting modular homes.
Arguing that the country is at a critical crossroads, "where we cannot have a technocracy and a bureaucracy," he said "we need to have government that makes sense."
That, he said, includes having policies, practices and institutions that refer to the people and understand that the people's needs need to be fulfilled urgently."
A recent special report from the Integrity Commission raised concerns about the government's awarding of several contracts to the same contractor, using the single-source methodology.
In the report that, tabled in Parliament, Director of Investigation at the Integrity Commission, Kevon Stephenson said in 2025, single-source procurement, including emergency contracting, accounted for 69.2 per cent of contracts by number and 27.3 per cent by value.
By contrast, open competitive bidding accounted for 4.1 per cent of contracts by number.
