The Chief Judge of the Parish Courts, Chester Crooks, says the volume of traffic tickets in the system has highlighted the deficiencies in the courts.
The Parish Court Judge says 70 percent of the cases that were dealt with in the parish court were for traffic offences.
He says legislative changes are urgently needed to facilitate the transition to a fully digital system.
According to Mr Crooks, almost 400,000 outstanding tickets from printouts were received from September last year to February 1 this year.
The Chief Parish Court Judge says several measures have been put in place so far to include more court sittings with additional judges, but those measures are still not sufficient.
