KSAMC regularises building permit breaches at two properties investigated by IC

The Kingston and St. Andrew Municipal Corporation has issued building approvals for two controversial developments that are the subject of investigations by the Integrity Commission (IC).

The KSAMC says it has approved amended building applications for 2 Weycliffe Close, Beverly Hills, Kingston 6 and 18 ½ Lyndhurst Road, Kingston 5.

In a statement Friday, the KSAMC said the amended applications were reviewed at a meeting of the local authority's building and planning committee held January 8. It further noted that the approval signifies that the development at 2 Weycliffe Close now adheres to the KSAMC's standards and is deemed compliant.

In its report, the Integrity Commission indicated that the Weycliffe Close project was constructed in breach of planning approval and building permits issued by the KSAMC. The report indicated that while the original permits approved the construction of four semi-detached townhouses with 2-bedroom units, the development instead featured four 4-bedroom units.

In the case of the property at 18 ½ Lyndhurst Road, Kingston Mayor and Chairman of the KSAMC Andrew Swaby confirmed last month that a building breach was identified at the property for which Councillor for the Maxfield Park Division, Dennis Gordon, is a principal, and it had issued a cease work notice.

The cease work order was placed on the development in November 2023, after it was discovered that the structure was a three-storey building, exceeding the two storeys specified in the application.

Mayor Swaby also indicated that the construction at Lyndhurst Road is the subject of an ongoing investigation by the Integrity Commission.

Mr. Gordon subsequently relinquished chairmanship of the Finance Committee at the KSAMC and withdrew from its Building & Town Planning Committee.

Councillor Gordon told Radio Jamaica News that he is reserving his comments on the issue until after he has met with his legal team.

Meanwhile, efforts to reach Mayor Swaby for a comment were unsuccessful.
