Detectives assigned to the St. Thomas Criminal Investigations Branch (CIB) have formally charged Collin Mowatt, otherwise called 'Tumpa' or 'Tumpa Dragon', in connection with a shooting incident that occurred nearly 20 years ago.
Mowatt, who is now 61 years old, has been charged with shooting with intent, wounding with intent, and illegal possession of firearm and ammunition.
It was reported that on January 24, 2006, the accused allegedly went to the home of a woman in St. Thomas armed with two firearms.
The woman was standing at her gate with her young child when Mowatt approached and shot her in the face in the presence of the child.
The victim survived the attack and was assisted to hospital for treatment.
Police were summoned, and an investigation was immediately launched.
The accused subsequently fled the parish and evaded capture for almost two decades.
In December 2025, Mowatt was apprehended in St. Ann after being implicated in another firearm-related matter.
Following his arrest, a warrant was executed in relation to the 2006 shooting.
