Scores of workers attached to the Registrar General's Department (RGD) are taking industrial action over the alignment exercise under the public sector modernisation programme.
Two weeks ago employees across the network of offices of the RGD staged a sick out to press the government to conclude talks with the workers.
Reports are that the workers are upset over the outcome of the reclassification of some categories of staff.
Customers who turned up at offices were either greeted with closed doors or advised that the full suite of services would not be available due to the strike action.
One customer, Dale Longly, who turned up at the head office in Twickenham Park, said he was advised that customers would only be able to pick up certificates.
"[For] persons who want to do their business and may have emergencies, it's kinda unfair, you understand, but weh wi aguh do? I mean, they have their issues. I guess this is the way they're going to resolve it, so we just affi work with it," he lamented.
Another customer, Melissa Lester, expressed disappointment that she will have to wait a while longer to have her matter dealt with.
"I feel so upset because I have business doing and Monday day is my day [off] so I don't have a next day. And then the next thing, who supposed to come and help me with it, they don't have a next day to come, so I feel really upset."
O'Neil Grant, President of the Jamaica Civil Service Association (JCSA), said there have been discussions with the Transformation Implementation Unit, the union and the management of the Registrar General's Department regarding the issues facing the entity.
He said the workers, particularly technical specialists and people carrying out managerial functions, are upset because of issues in their job description.
They also complain that supervisors are getting the same or less pay than the people they supervise.
Mr. Grant said with this latest action by the workers, the parties will have to move quickly to find solutions.
