Amid criticism that dancehall artiste Vybz Kartel has been producing new music since being incarcerated, the Ministry of National Security has outlined measures to crackdown on the smuggling of cellphones and other contraband in maximum security facilities.
In a statement on Tuesday, Pearnel Charles Junior, State Minister for National Security, admitted that what now exists is a dysfunctional system, including allegations of complicity by staff.
He said the time has come for decisive action.
Mr. Charles disclosed that following several high-level security meetings, the most recent being on Monday, a system-wide security assessment will be implemented to strengthen internal controls and deter corruption as well as criminal activity in correctional facilities.
Among the key security measures to be implemented are: the installation of X-Ray Scanning Machines at Tower Street Adult Correctional Centre, St. Catherine Adult Correctional Centre and Horizon Adult Remand Centre, as well as the use of metal detectors and entry management protocols.
The other measures include polygraphing all recruits and correctional officers, relocating inmates and re-zoning spaces in all institutions, expanding CCTV coverage across the correctional system as well as enhancing use of cellular phone jamming technology.
There will be amendments to legislation, regulations and procedures to increase accountability and enforcement.
The Department of Correctional Services (DCS) is also deepening its collaboration with the Jamaica Constabulary Force (JCF) and the Major Organised Crime and Anti-Corruption Agency (MOCA), in the analysis of data found on cellular phones seized in correctional institutions.
Four Department of Correctional Services officers were recently arrested and are now facing court on charges pertaining to corruptive dealings with inmates.
Other officers have been removed for alleged unprofessional conduct.
Rehabilitation
Meanwhile, citing music and the creative arts as important tools of rehabilitation, Mr. Charles said the Department of Correctional Services encourages authorised and structured participation in rehabilitation programmes.
However, he said this does not include unauthorised and illegal recordings. He warned that such activities are prohibited, and punitive action will be taken against any officer or inmate found in breach of regulations.
There are two radio stations at the Tower Street and St. Catherine correctional facilities.
