Marcel Hernandez scored in the 22nd minute of extra time to deny the 8-time champions.
It was a rematch of the 1999 final, which the Trinidadians won 2-1 in Port Of Spain.
Caribbean Football Union President Gordon Derrick, told RJR Sports that it was one of the most memorable tournaments in recent times.
Cuba will lead the four qualifiers for the CONCACAF gold cup in the United States next year.
Trinidad and Tobago, Haiti and Martinique are the other qualifiers from the tournament.
