Former PS in Health Ministry distances herself from Market Me contract

Elaine Foster Allen, the former permanent secretary in the Ministry of Health, has distanced herself from the award of a contract to communications firm Market Me for the Jamaica Moves programme.
 
In a Twitter post Monday, Mrs Foster Allen said when she took office on August 3, 2016, she was not aware of any contract awarded to Market Me prior to the start of her tenure.
 
The former Permanent Secretary said she was later informed of Market Me's unsolicited proposal by officers in the ministry's Health Promotion Unit.
 
Mr. Foster Allen said she instructed that the proposal be reviewed and taken through the procurement procedures.
 
She disclosed that any negotiation, or signing of a contract with Market Me would have been undertaken by her successor.
 
There have been calls from various groups for the country to be told what motivated Market Me to submit the unsolicited proposal.
 
Market Me was given an initial contract in 2016, valued at $15.9 million, then another in 2019 totalling $38.9 million.
 
The contracts have become controversial with questions raised about whether Market Me was given an unfair advantage, after it was revealed that it was the only company considered for the job.
