Chang again defends police in response to concerns about high rate of civilians being killed

National Security Minister Dr Horace Chang has again defended the actions of members of the police force in the execution of their duties. 
 
Dr Chang, speaking in St. James on Tuesday, reiterated that the police are faced with difficult decisions on a daily basis and must be supported in the lawful execution of their responsibilities. 
 
He was critical of what he said were attempts to use the law to tie the hands of the police.
 
Reflecting on the fact that the new Jamaican Charter of Rights (Chapter 3 of the Jamaican Constitution) was enacted by a previous government of the Jamaica Labour Party (of which he's a member), he denounced those who he claimed "try to use it and impair the work of the police."
 
"Those who would like to use the legal framework of the Charter of Rights to restrict and impair the Government's executive authority to protect the citizens is (sic) being dishonest and don't understand the challenges out there."
 
The National Security Minister was speaking at the official opening of the Anchovy police station.
