Government defends handling of structural issue at Torrington Park housing complex

The Ministry of Economic Growth & Job Creation has disclosed that restoration work will commence today (Tuesday), following the collapse of a staircase at the Torrington Park housing scheme in St. Andrew.
 
The Ministry, in a statement on the matter, also defended its handling of the matter, historically. 
 
In the statement, the Ministry, which is responsible for the Housing portfolio, said it noted a publication in the media, in which it asserted that Member of Parliament for St. Andrew South Mark Golding, "falsely" suggested that the Ministry had been tardy in moving to repair structural defects at the Housing Scheme.
 
It said several efforts have been made by the Ministry to begin the required corrective work.
 
It said the KSAMC had initially advised that it would be appropriate to obtain the services of a structural engineer to examine the integrity of the entire structure given that it is aged and has several related challenges.
 
The Ministry said it initiated a process to put the project to tender but no bid was submitted which met the required criteria. 
 
It said security concerns regarding the location where the location of the complex resulted in a limited and inadequate expression of interest in the project. 
 
The Ministry said a restricted bidding procurement methodology was engaged but this was not supported by the Public Procurement Commission.
 
It said the approval of the Commission was finally received on Monday and it immediately engaged with the selected contractor and issued a Commencement of Works letter.  
 
It is therefore anticipated that the contractor will begin work immediately, the statement concluded.
