The Office of Utilities Regulation (OUR) secured more than $13 million in refunds and credits for utility customers during the first nine months of 2025.
According to the OUR's customer affairs unit, a total of just over $13.7 million was recovered through regulatory interventions between January and September.
The latest quarterly performance support shows that more than $3.1 million was secured during the July-September quarter alone.
This follows recoveries of $6.2 million in the first quarter and $4.3 million in the second quarter of the year.
During the third quarter, the National Water Commission (NWC) accounted for the largest share, securing about $2.3 million or 72 per cent of total.
The Jamaica Public Service Company (JPS) followed with approximately $431,000, while Digicel accounted for the remainder.
The OUR also reported significant Guaranteed Standards payouts during the quarter, with JPS and the NWC paying out over $58 million to customers for service breaches.
JPS recorded nearly 23,000 breaches, resulting in compensation of about $50.5 million, which was automatically credited to customers' accounts.
Meanwhile, the NWC recorded just over 3,100 breaches, while potential payouts amounted to about $15.6 million. Actual payments totalled $8.2 million as some customers did not submit the required claim forms.
The report also noted a 22 per cent decline in customer complaints to the OUR during the quarter, while billing issues remain the main concern raised by utility customers.
