Officials of Jamaica's Passport, Immigration and Citizenship Agency (PICA) and the police are now desperately trying to bring some semblance of order to the agency's main office in Kingston, following chaotic scenes this morning.
A large number of applicants remain at the office, spilling over onto Constant Spring Road, as they seek to beat next week's increase in the price of the document.
Tickets are now being issued to persons seeking passport or to do other business.
It is not clear whether the quota system, introduced on Tuesday, will be retained. That quota system limits to one thousand, the number of clients to be attended to at the main office each day.
In response to the chaotic situation that has developed at the office, Oppostion Leader Andrew Holness is visiting the facility and is currently meeting with staff there.
