Two Jamaicans in ICE custody, pending deportation

The United States Immigration and Customs Enforcement agency [ICE] has confirmed that two Jamaican nationals, convicted of kidnapping and homicide, are in its custody, pending deportation.

ICE said 44 year old Nascimento Blair, entered the United States as a no-immigrant on March 4, 2004, and violated the terms of his admission.

It says the Mount Vernon Police Department in New York arrested Blair for first degree kidnapping on October 12, 2005, for which he was convicted and sentenced to 15 years in prison.

He was released on parole in April 2020, but was again arrested in July last year and placed in ICE custody.

The other Jamaican national, Nevel Heslop, 67, entered the US as a lawful permanent resident on August 18, 1984.

He was convicted of homicide in New Jersey on November 1, 1991, and sentenced to 30 years in prison.

Following his release from local custody and a failed appeal against his removal, Heslop was arrested by New York City authorities on February 4, 2025.
