DCP Bailey takes issue with IC statement on probe into shooting of its director

Deputy Commissioner of Police Fitz Bailey
By Halshane Burke

Deputy Police Commissioner Fitz Bailey has taken issue with pronouncements by the Integrity Commission on the probe into the shooting and robbery of Director of Corruption Prevention at the Commission, Ryan Evans.

The Integrity Commission had said there was no update from the police on the probe into the incident.

DCP Bailey was at pains to point out that a conversation with Mr. Evans would have determined the nature and the stage of the probe into the shooting incident.

"It is just an unfortunate situation...when you try to tarnish the reputation of an organisation unjustly - that was unjustly done - and I am very, very strident on this. And I have spoken to both Mr. [Greg] Christie and Justice [Seymour] Panton. They have my number. And if they had any issue, they could have called just to say, 'What is the status of this investigation?' before you put something in a public document, that will be there for posterity, for generations to come, for people to look on the document and say, here is it, a member of the IC was shot and injured and the police showed scant regard for the investigation. That's not how well-structured institutions operate," DCP Bailey insisted.

The Deputy Police Commissioner said the Integrity Commission should apologise to the Jamaica Constabulary Force.

He maintained that the shooting was not connected to Mr. Evans' role at the Integrity Commission.

"Our investigation revealed that the attack on Mr. Evans was not as a result of his employment to the Integrity Commission. It is as a result of business transaction, pattern that has been identified by the criminal, which resulted in him being robbed of cash. And it's a significant amount of cash as well.
He was followed from the bank. And it's a routine that happens every month with that type of transaction," DCP Bailey pointed out.

On Tuesday, the police revealed that the probe into the shooting of Mr. Evans had not progressed because he was not cooperating due to fear.

Mr. Evans later admitted that he had given a statement to the police but did not sign it, as he was still trying to work through the trauma of the incident. He said he was now ready to reach out to investigators.

DCB Bailey, who was speaking Wednesday on Radio Jamaica's Beyond the Headlines, said Mr. Evans has signed his statement and the investigation will continue into the matter.
