KSAMC denies facilitating cash disbursements to individuals

By Kimone Witter

Mayor of Kingston and chairman of the Kingston and St. Andrew Municipal Corporation Andrew Swaby has denied that the public body authorised or facilitated cash disbursements to individuals amid a media report.

Mr. Swaby has also stated that municipalities do not disburse cash.

It has been reported that at least two anti-corruption agencies are investigating whether public funds from the KSAMC was used to finance the political campaign activities of some of its representatives, including constituency caretakers.

The media report also contains leaked conversations involving former caretaker for Kingston Central Lawrence Rowe, People's National Party General Secretary Dr. Dayton Campbell, and an employee of the KSAMC.

But in a media release Friday, Mayor Swaby said he welcomed any anti-corruption probe and stands ready to cooperate fully, as the KSAMC continues to uphold the highest standards of public service.

He has also denied partisanship in the allocation of resources.

Mr. Swaby explained that in the absence of an elected councillor, the allocation of resources is the responsibility of the Mayor.

He outlined a scenario during the Christmas period when this was done with the assistance of Jamaica Labour Party Members of Parliament in the affected divisions.

Mr. Swaby charged that had his approach to allocating resources been driven by partisanship, he would not have engaged the MPs to facilitate the distribution of these funds.
