A day after a new board for Caymanas Track Limited was
announced by the responsible minister Senator Don Wehby the matter has taken
another turn.
In a release to the media Wednesday morning, the Office of the Contractor-General (OCG) said it had taken note of two letters, dated February 19 and 26, 2009 respectively, written by the former Members of the Board and former Chairman Patrick Rousseau.
The OCG says both letters, neither of which to date has been sent to the OCG by its authors, were written in response to the OCG's recent investigation into alleged irregularities in a SportsMax proposal to supply Simulcast Racing from South Africa and the United Kingdom to Caymanas Track Limited.
The Contractor General was provided with copies of the letter from Senator Wehby's office.
The OCG says the letters have questioned the credibility of the 187-page report and have challenged the OCG's understanding of the facts.
The Office noted that Mr. Rousseau, in his letter, erroneously asserted that the Contractor General has "abused or exceeded his jurisdiction in several respects and is therefore not a fit and proper person to hold the office of the Contractor-General".
In response, the OCG declared that it stands behind its report.
Secondly, the OCG said it will show, in a subsequent response, that the charges made by the former Members of the CTL Board and Mr. Rousseau are entirely baseless and lacking in merit.
Thirdly, the OCG says it will show that Mr. Rousseau misstated the reports findings and has contradicted the sworn and written evidence obtained during the investigation.
Finally, the OCG says it is unmoved by Mr. Rousseau's assertions of jurisdictional excess and abuse of power, calling it a desperate attempt to absolve himself and the former CTL Board of Directors from responsibility for the flagrant breaches of the Government's Procurement Procedures and various pieces of legislation.
