People's National Party representatives on the Constitutional Reform Committee (CRC) say they have the option of submitting a separate document from the final report that will be submitted to Cabinet for review.
The report consists the list of recommendations that the CRC will make to address severing ties with the monarchy, establish the Republic of Jamaica, and amend deeply entrenched provisions, for which a referendum is required.
Last week, the PNP indicated that it will not be signing the report, unless Jamaica's transition from the British Monarchy coincides with the move away from the UK-based Privy Council as the country's final appellate court.
Minister of Legal & Constitutional Affairs Marlene Malahoo Forte has described the PNP's position as regrettable, but has maintained that deliberations on the final court will take place in another phase of the consultations.
PNP representative on the CRC, Senator Donna Scott Mottley, said the party's position does not prevent the Cabinet from receiving the committee's recommendations.
"It moves forward. The opposition can do a minority report, which is not an attractive thing because a minority report projects dissent when we're not dissenting. What we want is that we want the issue of the Caribbean Court of Justice to be brought forward, to be discussed, have an understanding of the government's position," she argued.
Noting that "58% of the country, in a poll, say that they want to join the Caribbean Court of Justice", Mrs. Scott Mottley urged the government to "listen to the people and show the regard" by at least having the Prime Minister explain the government's position on joining the CCJ.
