UDC invites design-build bids for Northern Parking Garage, downtown Kingston

The Urban Development Corporation (UDC) has invited design-build bids for the Northern Parking Garage (NPG) Project, set to provide “more than 890 parking spaces” in downtown Kingston.

To ensure the project’s timely and cost-effective execution, the UDC has chosen the DesignBuild model for its implementation. Under this approach, qualified firms will submit integrated bids for both the design and construction phases, ensuring faster delivery compared to traditional methods.

Bids must be submitted online via www.gojep.gov.jm no later than November 13, 2024, at 2:00pm. GMT 5. Online Bid Opening takes place on the same day at 2:15 p.m.

Late Bids will be automatically rejected by the system, the UDC stressed in a press release.

The proposed multi-storey NPG will be built on approximately 1.83 acres, and according to the UDC, will be “strategically located” at the intersection of Port Royal Street, Orange Street, and Princess Street, with a park serving as its southern boundary.

“This prime location makes it one of the ideal solutions to (downtown Kingston’s) parking challenges, while contributing to the area's overall urban aesthetic and functionality,” the UDC said in the press releaase.

UDC, the leading physical development agency of the Jamaican government, describes the project as “a transformative, initiative aimed at supporting the continued growth and revitalization of Downtown Kingston (DTK).”

According to Robert Honeyghan, UDC General Manager, “the NPG will not only address some of the parking needs, but it will also serve as a driver of employment and economic opportunities through the commercial and retail offerings that will be part of the facility.”

Honeyghan is promising as well that the NPG will be “an architecturally pleasing addition to Downtown Kingston’s streetscape.”

Job opportunities will be provided during and post construction, the UDC is promising.

The agency is also promising that the project will enhance “the look and feel of Downtown Kingston,” while stimulating further investment and development in the area.

It says, with plans advancing for the establishment of the 25km linear park, dubbed the Kingston Harbour Walk, there is need for new and upgraded urban amenities.

The UDC, says it will be partnering with other agencies of government and the private sector will be “leading the build out of parking solutions, other physical infrastructure and utilities, commercial spaces, integrated experiences of food, arts, and culture alongside accessible and inclusive streetscapes.”

The Northern Parking Garage will integrate greenery, public art, and outdoor gathering spaces, seamlessly blending functionality with visual appeal, according to the UDC.

“Designed with the latest construction methods and materials, it will offer efficient access to surrounding roads and facilities and ensure optimized space utilization. The NPG will also feature modern technological solutions, including electric vehicle charging stations, bays for car washing, and advanced safety and security systems. In alignment with the UDC’s commitment to sustainability, the parking garage will incorporate eco-friendly and energy-efficient features.”
