The state of Minnesota on Thursday filed a civil rights charge against the Minneapolis Police Department over the death of George Floyd.

It said it will investigate the department to see if it engaged in systemic discriminatory practices.

Minnesota Governor Tim Walz and the Minnesota Department of Human Rights announced the filing and investigation at a news conference Tuesday afternoon.

Governor Tim Walz said the investigation will review policies, procedures and practices within the police department over the last 10 years to determine whether the department "has utilised systemic discriminatory practices towards people of colour."

He said it is the first civil rights investigation ever to be launched against the police department and the first of all investigations into Floyd's death which focuses on the systematic practices of the department.
