It appears that the government and the Contractor General
are on a collision course over the administration's decision to make changes to
government's contracting procedures.
Contractor General, Greg Christie, has taken issue with Cabinet approved changes to government procurement procedures and has called for clarification.
The Contractor General reported on Thursday that he has written a letter to Prime Minister Bruce Golding, expressing concern that Cabinet has approved new Government contracting measures.
He says no details of the measures have been provided to the Commission of the Contractor General.
Mr. Christie has asked that the Commission, having regard to its statutory mandates under the Contractor General Act, be consulted on the matter before the measures are formally implemented.
In his letter the Contractor General points to media reports suggesting Cabinet approval of new measures to increase the threshold for the endorsement of Government contracts by the National Contracts Commission and to accredit a select number of un-named Public Bodies to award contracts internally.
Mr. Christie says his office would firstly want to receive a full understanding of exactly what has been proposed or approved.
He says most importantly, his office would need to be satisfied that adequate systems, procedures and checks and balances are in place to prevent any abuse.
