Correctional officer charged with fatal shooting of inmate gets bail

By Prince Moore

Correctional officer Everald Ferguson, who is facing a manslaughter charge for the fatal shooting of an inmate at the Kingston Public Hospital in December last year was offered bail when he appeared in the Kingston and St. Andrew Parish Court on Wednesday.

Mr. Ferguson is represented by King's Counsel Peter Champagnie.

He was offered bail in the sum of $600,000, with reporting conditions.

He is to return to court on December 1.

Allegations are that the officer, who was guarding Winston Richards, an inmate at KPH, shot and killed him on December 24, 2022.

It's alleged that the inmate attacked another correctional officer and was shot.

Mr. Ferguson reportedly intervened but was attacked by the inmate.

He claimed he acted in self defence.

But it was brought to the attention of the court that the incident had been captured on CCTV cameras which did not show Mr. Ferguson under attack when he discharged his weapon.

In making the case for bail, Mr. Champagnie indicated that it was regrettable that there was not accompanying audio recordings to demonstrate that the inmate was intent on killing his client.

Mr. Champagnie also brought to the court's attention that the inmate had been in several altercations with other people at the correctional facility where he was serving a term for possession of an illegal firearm.
