Vice President J.D. Vance also joined the briefing, saying he doesn't know how long the shutdown will last and blaming congressional Democrats for the funding gap - as Democrats also blamed Republicans.
President Donald Trump has threatened "irreversible" mass layoffs.
Thousands of federal employees face unpaid leave but some essential workers still on the job face losing out on pay.
Politicians in Congress will still be paid.
