Inter-Ministerial School Strategy reports some success

Kevin Williams, Regional Case Management Coordinator for the Inter-Ministerial School Strategy

By Kimone Witter

The Inter-Ministerial School Strategy, a collaboration between the Ministries of National Security and Education, has achieved a 30 per cent reduction in the risk level of student participants as the initiative enters its fifth year.

This is according to Regional Case Management Coordinator, Kevin Williams.

The long term programme has been described as the government's social investment transformation effort to disrupt youth crime involvement and effect meaningful and sustainable change.

The crime prevention strategy has been launched in 34 primary and high schools in the seven Zones of Special Operations, targeting students from Grade 4-9.

Mr. Williams says, so far, the intervention has shown a return on investment that is within the international standard.

"Well, we measure success scientifically. So we don't just look at any happy ending as the success. But there are metrics that we check and we have a risk instrument that tracks the level of risk. So there are three tiers to risk. We have a low risk, moderate or high risk. And then after a prescribed period of time, we apply what we call a reassessment instrument, which tracks the changes among the various risk factors. And so far we have been able to achieve a 30 per cent reduction in risk level," he explained, adding that it is within the international standard which is between 20-40 per cent.

Mr. Williams said the programme also targets the school environment so that this can help positively influence students.

He explained that students selected under the initiative are referred through a sensitisation process.

"So we asked for 20 students from the high school, 50 students from the primary level. And these students would be students who are presenting with maladaptive behaviours, students that the school believes need additional support outside of that which the guidance counsellors can produce. So once the students are referred, then a team from the Ministry of National Security visits the school, has another sensitisation to include the parents," he noted.

Mr. Williams was speaking Tuesday on TVJ's Smile Jamaica.
