The Revenue Protection Division (RPD) in the Ministry of Finance says there is no ease to the problem of tax evasion despite measures to deter the practice.
Cranston Morgan, Acting Commissioner at the RPD, says the country has been losing billions of dollars to fraud.
Mr. Morgan says in his more than 20 years at the RPD, the situation has been consistently bad.
"We found that there are a lot of fraudulent car documents that are floating around and this makes it easier for organised criminals to do their things and get away," he suggested Wednesday morning on TVJ's Smile Jamaica programme.
Mr. Morgan said the RPD is working on a programme in collaboration with the Ministry of Education to introduce ethics in schools as one of the measures to change mindsets.
He said focus will be on high schools since most cases of fraud and corruption involve youth.
The RPD is mandated to, among other things, assist revenue agencies to implement systems to prevent corruption and investigate allegations of fraud.
