Only four Jamaicans arrived on the island on Wednesday on the deportee flight from the United Kingdom.
Dozens of Jamaican nationals were removed from the flight in the days and hours before it left the UK.
About 50 Jamaicans were originally due to be deported.
Hours before the flight, members of a group called Stop The Plane locked themselves to metal pipes outside Brook House immigration removal centre near Gatwick airport.
According to the Independent newspaper, some of the deportees were removed from the flight list for reasons including court orders as well as the COVID outbreak at Colnbrook, an immigration removal centre near Heathrow, where they were being held.
The UK media say the last minute removals have raised renewed questions around the legality and efficacy of the Home Office's deportation policy.
Last week, it emerged that the Home Office was planning to deport non-criminals to Jamaica for the first time since the Windrush scandal erupted.
