New standards testing agency to be established

An agency is to be established by the Government to perform testing and related functions currently being carried out by the Bureau of  Standards Jamaica (BSJ). It will be called the National Compliance and Regulatory Authority, and is being set up to meet World Trade Organization (WTO) requirements.

Senator Sandrea Falconer, Minister Responsible for Information, disclosed at Wednesday's Jamaica House media briefing that the Regulatory Division of the Bureau of  Standards will be immediately separated.

The new body will be responsible for registering processed food establishments, inspecting goods at ports of entry and in the local market, ensure compliance, as well as perform regulatory functions.

Senator Falconer said it was considered that the current responsibilities of the BSJ hinder the effective implementation of  the WTO’s Technical Barriers to Trade Agreement, and conflict of  interest was identified.

The conflict stems from the Bureau performing conformity assessments, setting standards, and regulating the standards it has set.
