Prime Minister Dr. Andrew Holness has expressed concern that he is being targeted after an Integrity Commission report tabled in the House of Representatives on Tuesday highlighted significant irregularities in the development of a property associated with him.
The investigation centred on a residential development at 2 Weycliffe Close, Beverly Hills, Kingston 6, owned by Estatebridge Holdings Limited.
The Commission's investigation revealed that the project was constructed in breach of planning approvals and building permits issued by the Kingston and St. Andrew Municipal Corporation.
The report indicates that while the original permits approved the construction of four semi-detached townhouses with two-bedroom units, the development instead featured four 4-bedroom units.
The report concluded that the breaches were deliberate, holding the directors of Estatebridge responsible.
It also criticised the Kingston and St. Andrew Municipal Corporation (KSAMC) for failing to enforce compliance with the approved building permits and planning regulations.
In a statement Monday night, Dr. Holness said despite the Commission not making conclusions or findings about him in the report, he has asked his lawyers to review the document and provide further advice.
The Prime Minister said he is not a director or shareholder of the company which is the subject of the report and he does not own the property in question.
Dr. Holness said he is puzzled as to why he is a subject of the report, adding that it is concerning that the investigators ignored statements given by the KSAMC that they observed the development to be in structural conformity with the approved plan.
He also expressed concern that the investigators ignored the statements of the persons involved that explained the works being undertaken, and went on to draw conclusions on construction work that was in progress.
The Prime Minister said it seems more than coincidence that this report was submitted to Parliament a few days before the delivery of the judgment of the Supreme Court in a matter in which he is seeking judicial review of another report of the Integrity Commission.
