Local Government Minister Desmond Mckenzie says charges have been laid against the operators of Rick's Café in Negril, Westmoreland regarding the Mocha Fest incident.

He made the disclosure at Wednesday's post Cabinet media briefing.

Mr. McKenzie said the charges were laid on Tuesday following a question and answer session with the police.

Asked to provide details on the charges, Mr. McKenzie said "that is a matter for the police to disclose."

Rick's Café was ordered closed on May 28 amid public outrage over the Mocha Fest party held there two days earlier.

The action came after videos surfaced showing scores of patrons attending the party at the venue.

Mr. McKenzie said no entertainment permit was granted to the promoters of Mocha Fest.

The minister said a report on the Mocha Fest incident at Rick's Café will be provided to Prime Minister Andrew Holness next week.

A release from the Ministry of Local Government on Tuesday said Rick's Café has been granted permission to reopen.

The statement said the establishment was operating with an expired Places of Amusement licence which has since been renewed.

Other breaches?

Mr. McKenzie said there is indication that another establishment in Negril breached the Disaster Risk Management Act.

He did not identify the establishment but said the ministry will be "calling them to a meeting shortly to deal with certain issues which we believe are in violation of the disaster protocols."
