Two correctional officers dead in murder-suicide

Two correctional officers died in a murder-suicide on Waltham Park Road in St Andrew Thursday morning.

They are Patrick Gowans and his estranged wife Rouleen Gowans.

It's reported that, sometime after 7 o'clock, passers-by saw Mrs Gowans running along Woodpecker Avenue.

A man, later identified as Mr Gowans, was seen chasing her with a gun. Mrs Gowans ran onto Waltham Park Road where Mr Gowans opened fire, hitting her in the head. Mr Gowans then turned the weapon on himself.

Both died at the scene.

Mr Gowans was assigned to Metcalfe Street Secure Juvenile Remand Centre, while Mrs Gowans worked at Fort Augusta Adult Correctional Centre.

Wake-up call
 
The Jamaica Federation of Corrections, responding to the murder-suicide, characterised it a wake-up call for the government to provide support for officers who are in need of psychiatric intervention.

Chairman of the Federation Arlington Turner said it was known that the Gowans were having domestic problems.

He argued more could have been done to prevent the situation from escalating.

He added that there are some correctional officers who suffer from mental issues due to work-related stress and pointed out that there is only one psychiatrist to deal with issues of the more than 4,000 inmates but none to assist staff with their mental health. 
 
He said measures are urgently needed to address the matter.
