Trade unionist praises Finance Minister's 'balanced' approach to budget

General Secretary of the Union of Technical, Administrative and Supervisory Personnel (UTASP), St. Patrice Ennis, says the Finance Minister's focus on labour related matters and public sector reform during his budget presentation shows a balanced approach to achieving financial goals while still catering to the issues of the average citizen.
 
Citing the recent Don Anderson poll which indicated that a number of Jamaicans believe the government is underperforming, Mr. Ennis said the move to address wage related issues could boost the administration's image. 
 
He argued that the government's focus on contract work and other employment issues such as pension, security of tenure, among other things, should reduce apathy and "help people to have more faith in the system". 
 
Finance Minister Dr. Nigel Clarke announced on Tuesday that sanitation workers employed by the National Solid Waste Management Authority will become full-time employees in the next financial year.
 
Dr. Clarke said that the workers will be made permanent employees once they complete the necessary probationary period.
 
He acknowledged that the contractual arrangement has been burdensome for sanitation workers.
 
Dr. Clarke also indicated that the government is moving to make other contract positions permanent in the education sector. 
 
These include cooks, assistant cooks, watchmen and caregivers.
