Former receiver of Thermo- Plastics to testify at FINSAC Enquiry

More testimony is expected at the FINSAC Commission of Enquiry on Monday when Richard Downer, the former receiver for Thermo-Plastics Jamaica Limited, takes the stand.

Mr. Downer, who was also a senior partner at the auditing firm PriceWaterhouse Coopers, will be cross examined on Monday and Tuesday.

He is expected to face questioning on his handling of the Thermo-Plastics Jamaica receivership from 1998 to 2002.

Mr. Downer was appointed receiver of Thermo-Plastics and Plas Pak by Recon Trust Limited, a subsidiary of the Financial Sector Adjustment Company.

He was replaced in 2002 by accountant Douglas Chambers after FINSAC's bad-debt portfolio was acquired by Jamaica Redevelopment Foundation.

Arranging Don Crawford’s testimony via video conference

In the meantime, efforts are still being made to get Don Crawford, the former boss of Century National Bank, to appear before the FINSAC Enquiry.

A source close to the situation told RJR’s Financial Report Sunday night that Tuesday, June 7, has been set as the date for Mr. Crawford to give testimony via video conference.

Mr. Crawford, who has lived abroad since Century National was taken over in July 1996, has expressed an interest in testifying via video conference like Dr. Paul Chen Young, the former Eagle Group Chairman.

Earlier this month, Errol Campbell, the General Manager of FINSAC, revealed that many depositors with Century National have still not been repaid their deposits.

FINSAC is said to be holding $170 million owed to the depositors.
