The election watchdog group Citizens' Action for Free and Fair Elections [CAFFE] has written to the chairmen of three municipal corporations regarding their failure to fill vacancies in several divisions.
Vacancies currently exist in the St. Thomas, Westmoreland, and Kingston & St. Andrew municipal corporations.
In the KSAMC, the Maxfield Park and Seivwright Gardens divisions are without representation. A vacancy exists in the Petersfield division in Westmoreland, while in St Thomas, the Morant Bay Division remains vacant.
CAFFE has reminded the leaders that they could be found wanting if challenged on depriving thousands of citizens' constitutional rights to choose their own political representatives, pointing out that, for more than a year, thousands of Jamaicans in these four divisions have been deprived of directly elected representation.
The letters, dated October 20, 2026, giving the chairmen time, if they had not already done so, to consult with the Director of Elections, Glasspole Brown, on the holding of the polls and to report on this at their November monthly meetings.
Director of Elections Glasspole Brown told Radio Jamaica News this morning that the electoral management body is awaiting further correspondence from the respective mayors.
He again stressed that the ECJ cannot move ahead with the by-elections until the mayors of the three Corporations give the directive to do so.
"Everything is in a man's hands," he reiterated in an interview with Radio Jamaica News.
"We wrote to them twice advising them from way back when, but they have not got back to us; it is still in their court," he declared.
Mayor of Morant Bay Louis Chin had said in August that the calling of the by-elections was the responsibility of the Local Government Ministry.
But Mr. Brown said the ECJ has made clear the statutory obligations of the local authorities to hold the by-elections.
