Cop accused of wounding colleague freed of charges following mediation

 
The Independent Commission of Investigations (INDECOM) is reporting that the police constable who was accused of wounding one of his colleagues last year has paid over $400,000 to the complainant to settle the case.
 
INDECOM said the case was discharged before the Kingston and St. Andrew Parish Court on Monday following the mediation exercise. 
 
Constable Ricardo Fray had been placed before the parish court for the offences of wounding with intent and malicious destruction of property following an investigation by INDECOM and a ruling by the Director of Public Prosecutions.
 
Investigators had reported that Constable Fray unlawfully wounded a district constable at the Papine Square in St. Andrew on Friday, December 6 last year. 
 
At their first court appearance, the concerned parties agreed to explore dispute resolution by way of mediation. 
 
Subsequent to the successful mediation and confirmation of payment to the complainant, the Crown offered no evidence and a not guilty verdict was entered and the police officer discharged. 
 
In the meantime, the DPP has ruled that 64 members of the security forces be charged following investigations by INDECOM during the period January 1, 2024 to July 31, 2025. 
 
At the same time, INDECOM is investigating 214 fatal shootings by members of the security forces since the start of the year. 
 
It said 97 fatal shootings occurred during planned police operations between January 1 and July 31 this year. 
 
A total of 189 fatal shootings were recorded in 2024.
