Final storm in hurricane season could form over Caribbean Sea

A tropical disturbance brewing in the Caribbean Sea could become the final named storm of the 2016 hurricane season which ends on November 30.  
  
The National Hurricane Center gave the cluster of thunderstorms an 80 per cent chance of developing into a rare November tropical cyclone.
  
It would be called Otto if it musters tropical storm strength — the first “O”-named storm since 2012.  
  
The disturbance is off the coasts of Nicaragua, Costa Rica and Panama, and south of Jamaica.
  
While Dan Kottlowski, hurricane expert with AccuWeather, is not expecting a major storm to form out of the unusual system, a hurricane is possible.
  
Colorado State University researcher Phil Klotzbach said only eight named storms have formed since 1851 in the Caribbean after November 15.  
  
While not a threat to the U.S., the tropical disturbance could dump heavy rain in Jamaica, the Dominican Republic, Haiti and Puerto Rico if it moves east.
