The International Narcotics Control Strategy Report, INCSR, which was submitted to the US Congress on Wednesday March 7 points to new types of illegal narcotics entering the Jamaican market.
The report identifies heroin and ecstasy as having entered the Jamaican domestic market in small amounts.
It cites the efforts of Government programmes to combat this illicit use of drugs, by trying to reduce demand.
These include the efforts of the National Council on Drug Abuse and the National Health Fund, NHF, which assist in providing primary treatment services with referrals to hospitals, clinics, physicians, psychologists, and psychiatrists.
Lack of funds are said to frustrate the efforts of the agencies.
The report states that the United Nations Office on Drugs and Crime, (UNODC), works directly with the Government and several other agencies to try and reduce demand for these new drugs, but due to limited resources, these programs have little impact.
It concludes that marijuana is the most abused illicit drug among Jamaicans, and cocaine abuse has reached a plateau of less than 0.1 percent of the population over the last 10 years.
