Chairman of the Kingston and St. Andrew Municipal Corporation and Mayor of Kingston Andrew Swaby has called for the holding of the Annual General Meeting of the Association of Local Government Authorities of Jamaica (ALGA-J).

Mayor Swaby says the bylaws call for an AGM to be held every two years.

The last meeting was held in 2017.

An attempt to hold an AGM in January descended into chaos and the police had to be called in to call tempers at the event.

Mayor Swaby says at a meeting last week, representatives sidestepped discussions around the setting of a date for a new AGM.

"I find that the chairman along with the JLP mayors don't want to have an AGM meeting. A mayor actually asked the question about sharing the minutes of the meetings before the actual meeting and the JLP mayors that were present there asked that the meeting be adjourned just to avoid discussion around the ALGA General Meeting," he claimed.

The current chairman of the ALGA-J is Councillor Winston Maragh of the Clarendon Municipal Corporation.

"He had indicated that he's not running back as chairman. I don't know why he's holding on to power. I don't have a difficulty if an election is called and whosoever win, let them win. But it can't be a situation where you are stifling democracy," argued Mayor Swaby.
