Lower House passes amendments to Law Revision Act, Interpretation Act

The House of Representatives passed the Law Revision Amendment Act and the Interpretation Amendment Act on Wednesday afternoon.
     
Justice Minister Delroy Chuck, who piloted the bills, first spoke about the Law Revision Amendment Act. That bill, he said, "seeks to amend the Law Revision Act 1969 by establishing inter alia, a set number of persons who may be appointed as Statute Commissioners; by specifying certain offices, the holders of which will be appointed commissioners." 
 
The bill also seeks to impose fixed term limits for the tenure of the Statute Law Commissioners. Statute Law Commissioners are vested with the general responsibility of ensuring the preparation, maintenance and publication of the authorised version of the laws of Jamaica.  
 
Interpretation Amendment Act
 
The House also passed the Interpretation Amendment Act. Minister Chuck explained that this bill is intended to "amend the Interpretation Act by imposing more appropriate and realistic monetary penalties for regulations made under acts of Parliament."
 
As a supporting measure, he said, the bill also seeks to empower the Minister to increase the limit of these fines when and where necessary by order, subject to affirmative resolution. 
 
The Interpretation Act establishes rules of statutory interpretation and principles for the validity and operation of acts of parliament.
