OCA concludes investigation into student's death at Port Henderson Primary

The Office of the Children's Advocate (OCA) has concluded its investigation into the death of eight-year-old Kemeisha Butler who was a Grade Two student at the Port Henderson Primary School in St. Catherine.

Kemeisha died at hospital on March 8, days after she was instructed by a teacher to hold up her head and stare into the glare of the sun with her arms stretched apart.

Children's Advocate Diahann Gordon Harrison told RJR News Monday morning that a report on the findings will now be written. She acknowledged that the matter had gained public interest and so the report would be shared when complete.

Kemeisha's mother had claimed that she was punished for disobeying her teacher's instruction during physical education. She said her daughter later experienced seizures and died two days after.

A brain scan revealed she had a tumour.

Meanwhile, Mrs. Gordon Harrison said OCA is investigating the incident in Lionel Town, Clarendon in which a seven-year-old girl was set on fire by relatives last week Tuesday.

She said her investigators have been observing proceedings in relation to the incident. However her office is considering a secondary issue in the case involving the aunt who has been charged.

"At this point, we are making our assessment because you would appreciate that the aunt is also a child under Jamaican law - she being below 18 years. So at this stage, it's assessment with a view to determining how to proceed with that secondary matter," asserted the Children's Advocate.

She said the child remains hospitalised, but her injuries are not classified as serious.

Reports are that the child sat on a container of rum which was later broken and spilled on her dress. The child's 17-year-old aunt allegedly used a lighter to set her ablaze.

The seven-year-old suffered burns to the left side of her lower body.
