Police vehicles must have unimpeded access on toll roads - Chang

National Security Minister Dr. Horace Chang has asserted that police personnel responding to a crash involving one of  their colleagues should not have been prevented from continuing on the North-South Highway because of  non-payment of the toll.
 
Constable Donald Carr died in the mishap on Saturday night. His colleagues from the St. Andrew South Division were not allowed passage on the highway until they paid the toll fee.
 
This has led Chairman of the Police Federation Corporal Rohan James to call for the Ministers of National Security and Transport to urgently review the matter of on-duty cops accessing the toll road.
 
But Dr. Chang told Radio Jamaica News that this directive has already been given.
 
He's expecting a report on Saturday's incident today.
 
Attorney-at-law Clive Munroe Jr., speaking Sunday on Radio Jamaica's That's a Rap, confirmed that the Toll Roads Act already allows for the responsible minister to grant tool-free access onto the highway.
 
"It may require a (Ministerial) Order... because the Act itself exempts emergency services from the payment of the toll," he explained.
 
That order should be issued by Minister of Transport, he suggested, given that responsibility for the Toll Authority resides within the transport ministry.
