Questions raised about government's plan to establish new schools outside Education Act

Questions are being raised about the plan to establish new schools outside the ambit of the Education Act.
 
Prime Minister Andrew Holness told Sunday's JLP annual conference that he is looking to build six schools specialising in science, technology, engineering and mathematics (STEM) in the next three to six years.
 
He said the Chinese would help with funding for three of them, while Jamaica will stand the cost of the other three schools. 
 
The Prime Minister said these schools will not be operated under the current Education Act but will be set up under a different framework called Centres of Excellence. 
 
They will operate as academies and will adhere in instruction and management to the highest standards of excellence, he noted.
 
However, attorney and public commentator, Jodi-Ann Quarrie, has said Mr. Holness will have to explain why the STEM schools need to be governed by separate rules. 
 
"Why can't these schools operate under the Education Act? What about them is going to be so different and extraordinary that they can't be? And can't the Education Act be expanded to accommodate them?" she questioned.
