Rogue cop involved in Spanish Town shooting escapes custody

The police are trying to figure out how one of their colleagues involved in Sunday's dramatic early morning shooting in Spanish Town, St. Catherine escaped custody. 
 
The policeman, Kirk Fraser, reportedly escaped from the custody of another officer.
 
Terrence Williams, Commissioner of the Independent Commission of Investigations (INDECOM) told RJR News that the rogue cop had been held on the scene and was put in the charge of an officer to be taken to hospital. However, he was never admitted at hospital and now cannot be accounted for. 
 
Mr. Williams said INDECOM is determined to make a breakthrough in the case and will now move to question all officers who were responsible for moving the injured from the scene of the incident to hospital. 
 
A top level probe is underway into the early morning murder in St. Catherine which culminated in a high-speed car chase and a deadly shootout involving an off-duty cop and the alleged attackers, who turned out to be his colleagues.
 
The rogue cops were on suspension from Mobile Reserve.
 
One of them was killed in the shootout, another escaped, while the third who had been held on the scene is now at large.
 
A motorist was also killed in the crossfire.
 
Procedural breakdown
 
Meanwhile, a former member of the Police High Command is of the view that a procedural breakdown may have resulted in the three suspended police officers still being in possession of Jamaica Constabulary Force paraphernalia.
 
Retired Assistant Commissioner of Police Keith Gardener said it is clear JCF regulations for cops on suspension were not followed and so the officers and divisional commanders who were responsible for ensuring adherence to these procedures should be held accountable.
 
Mr. Gardener, who was speaking Monday on the Morning Agenda show on Power 106, said attention should also be placed on expediting the disciplinary process for police officers who have been suspended because of alleged wrongdoings.
