The White House has confirmed that US President Donald Trump will pause government grants, loans and other federal assistance later on Tuesday.
The two-page memo, from the acting head of the White House budget office, instructs agencies to "temporarily pause all activities related to obligations or disbursement of all Federal financial assistance".
It is not yet clear which programmes will be affected, but the pause could impact programmes worth trillions of dollars.
Democratic minority leader of the US Senate, Chuck Schumer, says the move will cause missed payrolls and rent payments, and result in chaos.
The move follows President Trump's pledges on improving efficiencies within government, which includes ceasing all US aid programmes overseas.
