Just 17 per cent of 'Vision 2030' targets met for 2021

Only 17 per cent of the government's development targets set under Vision 2030 have been met or exceeded for 2021.
 
This is according to Director General of the Planning Institute of Jamaica (PIOJ) Dr. Wayne Henry, who gave an update on the National Development Plan at a press briefing Thursday afternoon.
 
Dr. Henry said 75 indicators are used to track the country's development under the plan, which was launched in 2009.
 
It uses the state of the country in 2007 to compare how the indicators have performed to date.
 
According to Dr. Henry, 64 per cent of indicators improved over the baseline.
 
Of the 64 per cent of indicators that improved, 47 per cent of them have exceeded the baseline year of 2007, but have not met their targets. The other 17 per cent of the targets were met or exceeded.
 
However, 32 per cent of indicators showed no improvement or worsened.
 
Another four per cent of the indicators could not be compared due to the lack of agreed targets and or data for the relevant period. 
 
Dr. Henry said improvement has been seen across all four of the overarching goals for Vision 2030.
 
There were mixed achievements in the area of social development, with improvements in voice and accountability as well as access to justice, which met its 2021 target. 
 
The target for control of corruption has not been achieved, however, the area has improved compared to 2007. 
 
Government effectiveness has also slipped over the last few years, despite improvements since 2007.
 
The development plan also looks at socio-economic indicators, including the housing quality index, which fell 0.3 per cent below the 2021 target, despite consistently performing above the 2007 baseline. 
 
Dr. Henry said Jamaica's environmental performance index has also slipped, inching further away from meeting the set goal at 2030.
 
The monitoring and evaluation framework of the National Development Plan's progress and set targets is done every three years through the Medium Term Policy Framework process.
 
Dr. Henry said there are plans to reassess this framework.
