The show, which starred Regina King, has been recognised despite plans for a second series being scrapped.
Comedy drama The Marvelous Mrs. Maisel scored 20 nominations, while Ozark and Succession have 18 each.
The Emmys are the biggest night in US TV and recognise excellence in the medium.
The winners are scheduled to be announced on September 20 during a ceremony broadcast by ABC and hosted by Jimmy Kimmel.

Meanwhile, Jennifer Lopez and Shakira received their first Emmy nominations for outstanding live variety special for their headlined Super Bowl LIVE half-time show.
This is the sixth time that the Super Bowl half-time headliners have received Emmy nominations.
Bruce Springsteen, Beyoncé, Bruno Mars, Katy Perry and Lady Gaga were previously nominated.
The half-time shows headlined by Prince and Coldplay were nominated, but in those years the performers were not recognized.
