The National Works Agency (NWA) says it is waiting to hear from China Harbour Engineering Company (CHEC) on what transpired Friday along the Melrose Hill Bypass in Manchester.
It's understood that a man transporting workers for the Williamsfield to May Pen leg of the Southern Coastal Highway Improvement Project was able to breach the one-way restriction on the bypass.
His action led to a collision with a taxi, resulting in three deaths.
NWA Communication Manager Stephen Shaw said the agency is disturbed by the situation as it was part of the discussions with CHEC for modifications to the road.
Mr. Shaw acknowledged that, especially with road work, there might sometimes be the need to further modify arrangements that are already in place.
However, he suggested that these additional changes "would have to be done under some strict circumstances from a safety standpoint", so the NWA will be seeking to find out from CHEC whether this was the case along the Melrose Hill bypass.
Efforts to get a comment from CHEC have been unsuccessful.
Weekly report
Mr. Shaw said the decision of China Harbour Engineering Company to implement a weekly reporting system by the subcontractors on the Southern Coastal Highway Improvement Project came after it was told that it would be held accountable for delays.
The project has generated significant construction activity, resulting in a massive road and dust nuisance for motorists and residents in St. Thomas.
Mr. Shaw said the milestone-based reports would be submitted to CHEC while the NWA will be able to hear what these reports entail during monthly meetings.
In the meantime, Mr. Shaw said work is continuing to reduce the complaints from St. Thomas residents about poor road conditions and the dust nuisance.
"We have been insisting on getting more of the open areas paved and so more paving has been done and we're looking forward to seeing even more. What is critical in all of this is that we get the pipelines tested and not only get them tested but also passing the test," he said.
