PSOJ wants "full disclosure" on 360 Megawat Project

The Private Sector Organisation of Jamaica (PSOJ, on Wednesday again called for full disclosure of all the reports relating to the bid process for the 360 megawatt power plant project being handled by the Office of Utilities Regulation, OUR.

According to the PSOJ, the release on Tuesday of Mott McDonald’s executive summary of the bid evaluation reports for the Project, has only helped to create more questions than answers and has in fact heightened concerns about the entire bid process.

The private sector grouping also highlighted the fact that Thursday (October 3) is the deadline for Azurest Cambridge to provide the appropriate one percent bid security bond to the Office of Utilities Regulation (OUR). The PSOJ said, should the company fail to do so, it would strongly urge that it be disqualified from the process.

The PSOJ is also urging the OUR to adopt the two main recommendations outlined by the Office of the Contractor General (OCG) in its recently released Report: the OUR should exclude Energy World International (EWI) from the current process and commence immediate negotiations with the prospective investors that submitted proposals by the previously established March 15, 2013 deadline date.

According to the PSOJ, while it remains committed to what it calls this critical national process of finding cheaper energy solutions, it is reiterating its disapproval of the process to date and is calling on the appropriate parties to adhere to the strictest standards of transparency and professionalism going forward.
