UN chief invokes rare Article 99 over Gaza war

In a rare move, United Nations Secretary-General Antonio Guterres has invoked Article 99 of the UN Charter, forcing the Security Council to address the Israeli/Gaza war.

A senior Hamas official says there will be "no negotiations" with Israel unless it halts its Gaza offensive as Israeli leaders pledge to press on with the war.
 
The Article 99, contained in Chapter 15 of the Charter, says the UN chief "may bring to attention of the Security Council any matter which in his opinion, may threaten the maintenance of international peace and security".
 
The UN says the use of Article 99 is a "dramatic constitutional move" that Mr. Guterres hoped would put more pressure on the Council - and the international community at large - to demand a ceasefire between the warring parties.
 
At least 16,248 Palestinians have been killed in Gaza since October 7. In Israel, the official death toll from the Hamas attack stands at about 1,200.
