Dr. Kasan Troupe has been elevated to the post of Permanent Secretary in the Ministry of Education and Youth. Dr. Troupe, who previously served as acting Chief Education Officer, today spent her first day in the new role.
Education Minister Fayval Williams has hailed Dr. Troupe as a highly skilled educator with expertise in transformational leadership, educational policy implementation and youth advocacy.
She replaces Maureen Dwyer, who will revert to her post as Chief Inspector in the National Education Inspectorate.
Mrs. Dwyer had been assigned acting permanent secretary in October 2021 after Dr. Grace McLean, who acted in the position since February 2019, was interdicted as a result of the findings of a report from the Auditor General.
Dr. McLean was elevated to acting PS after what the court later ruled was an unconstitutional transfer of Dean Roy Bernard from the post.
In June, Mr. Bernard was assigned to the Ministry of Culture, Gender, Entertainment and Sport as Supernumerary Permanent Secretary.
