Dr. Horace Chang, Jamaica Labour Party (JLP) General Secretary, is among the 14 JLP candidates who did not meet the April 6 deadline to file Election Return of Expenses following the February 25 polls.
Also on the list are Alando Terrelone, Delano Seiveright and Rudyard Spencer.
Among the People's National Party candidates who did not meet the deadline are Marsha Francis, Jolyan Silvera, Anthony Hylton and Dr. Omar Davies who has been ill.
Nineteen PNP candidates failed to file their election expense returns, while eight independent candidates were delinquent.
The Electoral Office of Jamaica (EOJ) says it will be submitting to the Director of Public Prosecutions the names of the 41 candidates.
